It’s called the Shadowlands, ultimately where the spirits of the dead go when they die on Azeroth. So there is valid reasoning to bring back just about anyone who died on Azeroth.

Eh Remember there are a ton of NPCs that don't necessarily make it into the game. Varian and Cairne were both in the Warrior class hall in Legion during testing.

I hope Baine gets to interact with him, but I also hope Thrall gets to talk to him. What he said about Cairne in the Crossroads cinematic was heart-wrenching.

I keep saying that Thrall getting to have his moments with Cairne, Parents, Garrosh, Taretha, etc would be extremely beneficial to him right now. Really hoping we at least get some of it.
