Actually, it wasn't. Her motivations have taken their own arc from just wanting revenge against Arthas to protecting the Forsaken and Blood Elves to trying to secure a future for the Forsaken without becoming the new Lich King. Now suddenly she drops those goals entirely?

It undermines the lore and significance of the Lich King, all three, now that his armor and fantastic powers were just benefits of the armor Poochie left with his bank alt.
The Jailer is more of a stepping stone to push Sylvanas out of the Horde easier/faster. If it wasn't the Jailer it would've been some other entity she'd rely on her for power. She was going to leave the Horde at some point if she didn't change her goals and ways.

That's why it's weird for her character though. She's not a minion. Since the RTS days she's refused to be cowed even killing or enslaving the same Dreadlords who made the Lich King as retribution for them attacking her when she refused to be their servant.

Thrall was 100% only an ally, Garrosh was just a useful idiot, and Vol'jin was too busy to care about her. If she had gone totally independent at the start of Legion THAT wouldn't have been out of character.
