After BfA or honestly after Legion I saw quite a large amount of people wanting the Factions to be over. Me personally I've never been really for it. I feel more strongly to the Alliance and Horde getting their shit together than quitting it for a third faction entirely.
That being said I am not against a Third Faction added for those folks it just isn't my thing is all.

If there were 4 factions, it would make it much easier for the dev team to weave PvP needs with lore - where there isn't this continuous back and forth of "lets fight" & "now let's make up".
Turning War Mode On/Off helps, people are either going to be helpful, or not... I’ve experienced [H] who’ve helped, and I’ve also had [A] hinder, and vice versa. Player Selfishness, or Selflessness knows no faction.
