She does have a small event within 8.3 with both Voss and some Dark Rangers but its setting up the bridge for her to cross not her crossing said bridge just yet. A recent interview even says she's not Queen just yet and things are complicated.
I think what a lot of people are doing is just assuming way too much. At the least I see Blizzard putting it into a book to explain things. At the most I expect a long questline developing that role for her hopefully. But that's the thing nothing has happened yet.
