It also doesn't help her starting lore was in a novel and not in-game, and the few in-game bits we saw didn't progress to anything other than, "It happened". If they had done more setup in-game it probably would have turned out better.
Here's the thing Calia isn't a leader yet & doesn't really show many signs to want to be one. It was Voss (who is currently the acting leader) who called out to her. They can easily establish Calia as not just a character but also a leader through quests in-game.
True, but so far this expansion there have been a lot of lore hiccups. People were very divided on Sylvanas, and then she bailed after killing Saurfang. Tyrande came in as Vengeance of Elune and then went MIA. Not to mention how they ended N'Zoth, among other points.
True but Calia isn't established as the leader of the Forsaken in Battle for Azeroth. She's merely introduced at the tail-end of it. Which is why I think they're setting her up and plan to do something with her story in Shadowlands or perhaps even after the next expansion.
