I don't think the ending of the raid makes Battle for Azeroth a worse expansion, however, this has made it harder for me to put it above Legion now. I've talked with my friend Box about this but the ending matters a lot. I still liked BfA a lot but this is just a big yikes.
I'd say WoD had more cut out than Battle for Azeroth ever did but I agree something is missing here.

WoD did have a lot of cut content (Shattrath raid, Grom as final boss, etc). Shameful which it is my favorite WoW expansion than the other expansion I've played
