Vulpera questline is literally the PC and group of nomadic people and scavengers with basic technology, knowledge in magic who venture out of their desert into the world for the first time single handily solving the Horde's problems. When this new council failing at solving it.

Friendly reminder the Vulpera recruitment takes place before the Horde Council is even formed just yet and even if it did it was just formed right after the chaos of Sylvanas' departure and during N'zoth's invasion.

Exactly, if you're reasonable or good leader. You would wanted to hear what the Vulpera can offer, hear their proposal before shot them down like that. Making a rash decision to turn away potential allies away is a sign of poor leader.

Baine admits he was wrong to turn them down later on in the questline. But I can definitely see why he shot them down. If the main issue you're having is you're stretched thin by the new races you just added - adding more races probably isn't a good idea.

I haven’t yet unlocked mine, but I don’t understand how INCREASING membership would thin the Horde instead of thicken it; I’m not trying to be snarky, but could you explain?

Imagine it like this you've got problems in your large group of people then somebody comes along offering assistance and this group has had problems in the past and you run the risk of opening even more problems for your already hectic group. Hence the denial. (1/2)

However, this is quickly proven wrong too. Again I can definitely see why Baine says no but I do agree he made the wrong choice here all the same. I think he's honestly just under too much pressure. Could also be N'zoth's influence is making him act differently.

It’s also worth adding that up until 8.3 every interaction the Horde has had with the vulpera has involved us rescuing them from the sethrak or the Alliance. I don’t think Baine’s reaction is unreasonable.
