But there is demons that hang out in both major cities, don't forget that the quests literally have you summon the demons in the cities to learn them. Plus the demon hunters keeping wyrmtongue within the cities.

Missing my early & first point that the demons are only allowed in the Cleft of Shadows and Slaughtered Lamb legally. Any demon outside of those areas is not allowed. I hardly consider the Wrymtongue Vendors canon as they never play a role in the story in those respected areas.

I mean the intro quest for the demon hunters both for the demon hunters, and for non-demon hunters introducing to the invasion demon hunters get introduced to the dude as a vendor (No longer as the invasions are over)

My rant is about people who refuse to abide by the laws of Orgrimmar and Stormwind and have a very aggressive reaction both ICly and OOCly to the demand or asking of the dismissal of the demon. I've had my share of "good rps" with this scenario. Though those are honestly rare.

except is this a law? it was a law, but it has been broken lore wise, and been given leniency. back when that was a confirmed law, we didnt have dks, we didnt have void elves, we didnt have demon hunters, and we didnt have the retribution of warlocks in MoP where they were-

This law was confirmed by Mr. Metzen himself at a 2010 Blizzcon according to what I can find. I can't really see anyone in the Horde Council greenlighting the use of demons in the cities either. Especially after Vol'jin's death to one.

A demon in the City is not welcomed. You can't change that no matter what roundabout way you twist this Fel. Different people will, of course, take their own opinions on the matter but for most both in lore and realistically in roleplay aren't gonna welcome a summoned demon.

Why are they not? Death knights were not welcomed, demon hunters were not, creatures of the void were not, hell even worgen were not. Yet here we are, and they all are, accepted and welcomed, times change.

There was arcs and questlines for each of those races and classes being accepted in their respected Factions. Demons have never undergone this. Until we get some form of questline or clarification that demons are given the thumbs up I'm gonna give them the thumbs down.
