Perhaps but that could cause more of a ruckus if say a Demon Hunter spots your demon hiding next to you which could definitely cause an incident of sorts. If they're being subtle about it that's a lot better than just going, "Here's my demon. Deal with it."
Yet Demon Hunters and Death Knights are also very mistrusted, so a similar argument can be made. Frankly the only in-lore stuff we've seen against Warlocks was in the Horde and in MoP. The Alliance seems way more lax about it since Varian's return. War Crimes openly using them.
I'd say DKs, Demon Hunters and Warlocks are probably the most mistrusted classes in the game. The Horde definitely has more of a history with warlocks so it would make sense they'd be more strict against them.
