Why?
The Pandaren have every reason to be in the Horde as much as the Alliance. The Horde is a jumbled and odd family but it's still a family. Quite honestly Vol'jin provided some of the best and better reasons for the Pandaren to be apart of the Horde through his actions alone.

If Pandaren joined in Wrath or BC then maybe I could see them being Horde only, but that 'odd family' razed 3 cities, plagued entire zones and at one point tried conquering Pandaria. People tend to forget SoO was only the last patch in MoP.

Even Taran Zhu learned that the Horde wasn't all entirely Garrosh. The same follows with most Pandaren. Not every member of the Horde is a Garrosh sympathizer. A faction might have a dark past but races will still show interest in it despite that.
