Revendreth isn't about hoarding power, its about vanity and selfishness OR at the very least, a lack of Bastion/Maldraxxus qualities. Ashvane seems pretty suited there due to all the shit she ends up causing.
I don't know she doesn't have really any redeeming qualities. At least with Kael he was doing what he thought was best for his people before being manipulated by Kil'jaeden.

Remember its not about being evil or good. The only people that go to the Maw are ones who are threats to the Shadowlands themselves. Lady Ashvane is just a sleazy politician and weapons trafficker. She wouldn't go to the Maw, and certainly wouldn't go to the other 2 places.

Ashvane's vices are pretty simple, she's vain, greedy & selfish. Things Revendreth mean to rectify. I know we don't like BC's version of Kael'thas, but he was pretty horrible, even if he was "being manipulated." Literally summoned the second in command of the Legion to Azeroth.
