Assume the worst of what? If anybody is surprised by a certain NPC being there, they haven't been paying attention.
Not gonna get into spoilers here. YET. But not everything is 100% certain till we see it live. Cinematics are still missing. Dialogues aren't all there. Assume the worst if you like but also leave it open for possibilities too.

I've seen people assuming a certain character dies which might be the cause but considering certain datamined text I have my reservations on if they truly are.
