It was confirmed in Chronicles that Garrosh did order the attack on the Night Elves. Cairne was in the right and ever since Cairne died in that mak'gora Horde leaders had plenty of reasons to doubt in Garrosh and hate him.

Garrosh was once a hero. Now he's a disgrace. Blood Elves being a part of the Horde, while odd, isn't a bad thing. In the end the Blood Elves chose to stand by Saurfang and Vol'jin and say no to Sylvanas and Anduin.

Blood Elves understood that the Horde wasn't the same and they needed allies again considering the Alliance wasn't going to help them. Makes perfect sense with no one to turn to they joined the Horde.
