It was confirmed in Chronicles that Garrosh did order the attack on the Night Elves. Cairne was in the right and ever since Cairne died in that mak'gora Horde leaders had plenty of reasons to doubt in Garrosh and hate him.

Wasn't just Night Elves that died. Tauren died too. It was a peaceful gathering of druids and Garrosh had his orcs slaughter them. No matter what way you spin it Cairne had every right to challenge Garrosh. And every member and leader had the right to hate him.
