Doing nothing while the Genocide is aswell. When did the horde take action in rebelling? Not when the Genocide was done but later, much later.
Nobody is gonna argue they took a while. The Horde, unfortunately, was fighting a war and was uncertain if they wanted to fight one on two fronts. All comes down to Baine really he ensured the Alliance would assist the Horde again by saving Derek and regaining Jaina's trust.

I know he did. But still. Why not just kill Sylvanas at Teldrassil itself? It would have started a rebellion, yes but it would also have ended it at the same time

That's implying they could kill Sylvanas at Teldrassil. Unfortunately, she's a tricky character and a lot of the Horde did cheer at Teldrassil's destruction. Hatred for Sylvanas had to fester and grow before any rebellion against her could start.
