He's in the Tavern of the Tavern of the Mists the one I'm standing next to. So long as you completed the legendary questline in MoP you can obtain the others. Just gotta purchase the basic rare cloak for 8 k then apply the draconic essence of 100 gold to it.
Was hanging with my friend Box when we discovered that if you did the legendary questline once you can purchase the other cloaks and get the legendary appearances for 8k per appearance. Really neat didn't know you could do this!pic.twitter.com/x0U0u0VHGW
