Spoilers: Not sure what happens after the raid but I am under the impression that maybe the reason why N'zoth saves Azshara is to ensure the Alliance and Horde within Naz'jatar aren't crushed by the waves. Unless it's the Tidestone doing so and not Azshara.

I think is just the tidestone i mean what did it do on it's own after we left it for long? Sure we activate it wiht the rest but still never fully answered back in legion unless i missed something.
They make it sound like Azshara is the one who can bring the waters down on us but that could also have been when she had the Tidestone in her possession.

Which still leaves me skeptical for the scepter of tides resto shamans had since lorewise Azshara used it during the sundering yet most times she never did unless was retconed. Just throwing that one if have anything that she was capably controling water from the past.
