I think is just the tidestone i mean what did it do on it's own after we left it for long? Sure we activate it wiht the rest but still never fully answered back in legion unless i missed something.

They make it sound like Azshara is the one who can bring the waters down on us but that could also have been when she had the Tidestone in her possession.

I'm pretty sure the Alliance/Horde took joint control over the Tidestone during the course of the Nazjatar questlines. It also seems the Tidestone was primarily used as a lure to get them closer to the Eternal Palace and basically make them see raiding Azshara the natural step.
