I'm saying the Horde have consequences but it shouldn't be dismantling the faction as a whole that's too far especially for the characters trying to fix the faction peacefully. Punish Sylvanas. Punish Gallywix. Punish those Sylvanas-Loyal but not those with honor.

I just have a hard time thinking of a concept of how they would even be punished especially those who acted against Sylvanas. The most I could see is spending resources on those lost in Teldrassil and moving war camps and bases from taken territory.

Well in the novellas I remember Varok saw several different faces in the crowd when Teldrassil was burned ones like his own (devastated) and others who were cheering. Very similar to the reaction of Theramore.
