There are several in-game cutscenes that could have been full blown CGIs. Jaina's one in Thros is a good example. Also we've been told the Alliance are getting story for over a decade now and it hasn't happened. And I doubt it will the next expansion either.

Those reasons are total bull that only work when you, behind the scenes, realize that they mechanically can't do that. Their logic is nonsense. Especially to have Wrathion deliver it, when literally his original plan was for the Horde to do exactly that to the Alliance.
Anduin stated the internment camps simply did not work while as Wrathion spoke about how it would've taken time to take Thunder Bluff. It's viewed as heavily wrong to forcefully make the Horde apart of the Alliance just as it would be if the Horde did that to them.
