We never killed Ozumat at the end of the Dungeon as he got away with Neptulon. Was suppose to probably be an encounter for the Raid in Cataclysm but it was scrapped. In Legion, Ozumat made a cameo in the Shaman Order Hall but it was removed.

The reason for the Cliffhanger was again that scrapped Raid we were supposed to have with patch 4.2 it was going to be a Fire and Water patch rather than just a fire patch but content was cut and we never got to see the end of that story sadly.

Nah, it was scrapper because blizz wasnt happy with how the raid turned out. They also werent sure how to make it, like under water swimming or just grounded on platforms etc
