We never killed Ozumat at the end of the Dungeon as he got away with Neptulon. Was suppose to probably be an encounter for the Raid in Cataclysm but it was scrapped. In Legion, Ozumat made a cameo in the Shaman Order Hall but it was removed.
It wasn't so long ago that Neptulon himself was a tool for the Old Gods it's possible that he felt pity for the creature and took him under his wing.

The reason for the Cliffhanger was again that scrapped Raid we were supposed to have with patch 4.2 it was going to be a Fire and Water patch rather than just a fire patch but content was cut and we never got to see the end of that story sadly.
