If Vulpera are Horde only they might as well make the Alliance counter part an icon of a big middle finger on the character create screen.
It's not like the Vulpera are a race that only the Horde quest with, are a race the Alliance attacked, and a race that is already allied with another Horde Allied Race. Oh wait.
