He was bald still in his Legion parts, for the shaman quests.
What I'm saying is we don't naturally see Thrall have little sprouts of hair on his head if or when he was trying to grow his hair back. They're not going to put the time in to show or explain that for such a little thing. But he probably grew it after Legion.

I guess you just don't realize how long it takes to grow hair that length. That's cool.

I mean this is a fantasy game I don't really think it matters too much when you've got dragons, wizards, robots, etc.
