His hair grew back stupid fast too. (Was bald in legion)
Technically he was bald in Warlords of Draenor and we don't really see models growing their hair back or anything like that in-game. Orc hair growth is strange but he clearly grew all of his hair back after Legion or during Legion.

He was bald still in his Legion parts, for the shaman quests.

What I'm saying is we don't naturally see Thrall have little sprouts of hair on his head if or when he was trying to grow his hair back. They're not going to put the time in to show or explain that for such a little thing. But he probably grew it after Legion.
