I personally prefer Shandris being the focus on the Night Elves than Tyrande as I like her more as a character but that's my take from this. It sucks for Tyrande fans and those who wanted an Azshara vs Tyrande faceoff but at least Shandris is there.

Who cares about developing Shandris when the Tyrande/Azshara set up has been her main backstory for an entire book trilogy as well as a short story, her appearance in 7.1, and so much more.
Again it sucks that they're not bringing in Tyrande but my guess is: 1. Tyrande would never agree to side with the Horde in Naz'jatar. 2. They have a possible storyline planned with Tyrande as a focus. I'm really hoping the main reason is 2 though.

It doesn't matter why they didn't. They didn't. They robbed Tyrande of her most important backstory conflict. Excusing that with hypotheticals that aren't even confirmed does nothing to change that.

I gotta be honest. Legion, no matter how much people will scream it had a focus on NEs, actively avoided progressing a story for Tyrande and Malfurion. Suramar's lead nowhere because it was resolved off screen purely to make NB a horde race, and they didn't even let her talk to

Illidan despite being there I'm the damn raid lol. Nothing even remotely suggests they intend to use Tyrande again in the future.
