I personally prefer Shandris being the focus on the Night Elves than Tyrande as I like her more as a character but that's my take from this. It sucks for Tyrande fans and those who wanted an Azshara vs Tyrande faceoff but at least Shandris is there.

Shandris has literally no connection to the storyline. That's like saying whelp shouldn't have illidan with the legion storyline instead stick in shandris she's a night elf.
I look at as here's a way to develop Shandris further as a character. I'm a fan of Shandris more than I am of Tyrande that's how I see it though. I guess I understand the frustration Tyrande fans or just people who wanted to see Azshara vs Tyrande duke it out are kind feeling.

Who cares about developing Shandris when the Tyrande/Azshara set up has been her main backstory for an entire book trilogy as well as a short story, her appearance in 7.1, and so much more.

Again it sucks that they're not bringing in Tyrande but my guess is: 1. Tyrande would never agree to side with the Horde in Naz'jatar. 2. They have a possible storyline planned with Tyrande as a focus. I'm really hoping the main reason is 2 though.
