Just my theory, but what if Sylvanas wants to use the Blade of the Black Empire it imprison Helya inside of it?
If it can hold Xal'atath, it should be able to hold Helya.

You guys realize Helya likely has ties with Azshara..
Helya was buddies with Loken when she betrayed Odyn. And afterwards, she DID get all tentacley... I'd argue she has more ties with Yogg-saron but given Yoggy is "dead" & N'zoth picked up a lot where its brethren did it would make sense for Azshara or N'zoth to be linked.
