I agree, although I do think Legion's end was as good as it's start. People really do forget how lacking the patch content was until 7.3 and often forget many of the quality of life changes introduced in 7.2.5 and 7.3, a year into the expac, where not present at launch.
I'd say Legion's end & start were pretty equal though Suramar was in my opinion just a tad better than Argus. Main issue with Argus was the lack thereof of pivotal Horde characters. Liadrin didn't really do anything substantial up there. But Argus' story was good.
On one side Legion had no horde characters on the other side BFA does and well, yeah. But BFA did finally give me Mag'har.
