This is anything but another step in the right direction for Lillian though. If not Calia, Lillian would make for a great Leader of the Forsaken. I really do think they're setting Sylvanas up as getting the boot from the Horde by the end of BfA.
I dont think Lilian Voss is actually a good leader. I think she is a great soldier. She's basically a Mathias Shaw archetype. She doesn't inspire loyalty necessarily, but she's loyal and can get the job done. Zelling was someone who actually seemed to care about the situation.
