I have an issue with the person who brought him back being Rezan because Eyir and the Lich King seem amazed that such a thing happened, which would put them below him powerwise.
I'd say Rezan is at least more powerful than Bwonsamdi & Eyir doesn't seem super powerful. When it comes to Bolvar he is only as strong as how many are under his command & I want to say he's not on Arthas' scale just yet. Problem is we didn't get to see how powerful Rezan was.

Nothing Rezan does really shows him being some super mega powerhouse. And then he gets tricked, trapped, and killed.

I mean, Eyir got tricked and trapped just the same with the help of Helya. Honestly if I was compare the two (Helya and Eyir) Heyla would be the more powerful Val'kyr. Rezan was the Loa of all Loas in Zandalar I want to believe he was powerful but we don't have much to go on.
