I don't necessarily know if that is even part of her goal. She's using the plague and raising new forsaken, sure. But to say that it's the same goal or tactic as the Lich King? I personally wouldn't agree with that.
@PyromancerSarg I actually think that a better comparison for Sylvanas isn't "She's another Garrosh." but rather "She's another Lich King."
Even her grand plan seems to be in lined with what the Lich King once did, "Uniting the world in undeath."

I just look at the way she's been doing things around Azeroth lately. In Darkshore she's raising up the Kaldorei into undeath "Letting them be with their love ones again." I personally would not be surprised if her goal was to make everybody undead to unite them.
