Rexxar's character is the Horde first. That was established in Warcraft 3 when he had to put down beasts for the Horde and Alliance to have peace.

We don't really get every character's interactions why they're suddenly apart of the Horde. For Rexxar it honestly makes sense to me that he's back after the events in Legion. Especially if another Proudmoore is threatening his Horde. Which is further evidenced in 8.1.
