Never thought that dragons should be counted the same agewise as mortals. That doesn't make much sense at all.
We don't really get many relationships between dragons. Kalecgos is our only character to go off of & he's a confirmed adult. I think its easier to make both characters categorized as adults in their race before you pair them. Example Hozen are adults when they're like 13.
He's been called an adolescent multiple times. It seems like a distinction without importance at this point, he's never referred to as like a baby. 
I'm just saying I am uncomfortable about it since I see him still as a Whelp born 4-5 years ago. Like I said once they sate, "Hey he's officially an adult!" cool then I can feel less gross about him being a kid. It's how I feel about Anduin now that he is officially an adult.
Are Hozen ever really adults, though? Even if they are old enough to ook in the dook?
They don't live very long. You might as well count them as an Adult when they reach it. Ook.
