I think that the best chance for the High Elves right now is to make them an option for the Void Elves whether it be similar to the worgen form when out of combat or make it similar to the Night Warrior Customization as a quest.
I'm just saying its the best thing they can do for the High Elves, its better than no High Elves at all.
