I love the people who think Baine is now gone due to the events of 8.1.5. Its all the people with the hate boner for him because he doesn't like their undead waifu. Baine just got a new model and there's no other prominent Tauren character to take his place. Baine's coming back.

Thrall didn't do anything really except make rock bridges in legion.
Saurfang was made the orc leader in Legion with Thrall MIA, while as Thrall was primarily involved in mostly Warlords of Draenor. Legion and BfA (for now) seem to be just our break from him. I still think Thrall will take up that mantle again at some point if not Warchief.

They kind of just shoved him as a filler in the position, though. He was an NPC, but I would argue not a character.

There really wasn't much story going on with him in Legion to begin with, aside from the warrior campaign, unfortunately a lot of the Horde and Alliance wasn't as active in the Lore in Legion.
