Baine is respected within the Horde and Alliance. Sylvanas knows by killing Baine she'll implore the Horde's hatred directed at her, his arrest will warrant less hatred and also make them realize what fate lies before them if they betray her. Which of course they will.

If bringing in races is a metric of a great Warcheif then the same can be credited to Sylvanas - she brought in the Forsaken, the Blood Elves, and who’s current leadership and understanding of their culture brought the Nightborne into their ranks too
Sylvanas didn't bring in the Forsaken... The Tauren brought in the Forsaken into the Horde. Meanwhile Sylvanas only brought in the Blood Elves and that was it. The Allied Races were brought in, intelligently, by other leaders of the Horde by Sylvanas' orders.
