I don't think Blizzard can do that when Battle for Azeroth is Alliance and Horde focused. The Horde will be involved regardless as will the Alliance. For the Alliance it will be way more personal but both sides will want her head.

In Legion the Alliance strictly had several of their characters in the cinematics where a character died. Thrall was in like two of them for Cata and WoD while MoP included everybody from both sides. I think its better to play it safe and include both factions for Azshara.

The only full blown cinematic that had nothing to do with the Horde was Anduin's 7.2 one. All the rest, even if they were Alliance characters, didn't have anything to do with an Alliance storyline, but a neutral one. Like Tyrande/Ysera. then got a full high res cinematic in bfa.

When I was Horde during the expansion and seeing nobody really represent us (except Liadrin at rare moments) was kind of a pain. Alliance got big characters that have had heavy ties to the Alliance involved with both the story and cinematics. I just think its best to show both.
