1. Thrall couldn't leave a non-Orc as Warchief at the time. 2. Thrall didn't think he was going to be gone long and would be back soon. 3. Thrall left behind plenty of people to counsel Garrosh while he was gone and he either tried to kill them or ignored them.

The reason why Thrall wanted Garrosh to be warcheif because it was his idea to assault Northrend in the first place! Garrosh's aggressive tactics delt a HEAVY blow on the Scourge armies. Garrosh was the war hero the Horde needed. He represented a new generation of Horde soldiers.
