After double checking but in the Dark Iron recruitment Scenario, High Justice Grimstone aims to revive Ragnaros & the current Fire Lord Smolderon is MIA. My guess is with Grimstone still alive he revives Rag VIA Smolderon and then has him work for the newly reborn Black Empire.

So far he mock you, Summon adds, then mock you agian, leaves and have some Random Temp to deal with us, Then 2nd he say LoLZ hail ragg then leaves, NO MORE LEAVEING VILLIAN if they can't leave how pally leave bubble hearth, Then no they can't leave the fight much we do.
