I mean I don't think Rexxar is going to be a mindless warrior with no honor. At most he's a lot like Eitrigg and is in service to the Warchief I do think when the time comes he will side with the Honorable Horde but muchlike many they have to work with Sylvanas.

They gave him a new model, a role as a leader and is a follower. I have serious doubts they'll kill Rexxar and make him the next Nazgrim for a Cruel Warchief. Once Thrall steps up to greet Rexxar no more will we have Rexxar in service to her.
