I actually think its the opposite. Its them pretending to explore the old world while not actually planning on doing so.
You don't think they'll eventually do a world revamp for a future expansion?

No I dont. I can't even recall how many times they've talked about how much work Cataclysm was and how much (in their opinion) the end game of Cataclysm suffered for it. Even though the revamp was probably the best part of Cataclysm. I doubt they'll ever do a full revamp again

The best we're going to get is what they're doing now, where they take existing assets (Or make just a few new ones, like the buildings) and add them into the existing world and "update" it for an event.
