The right thing would have been to leave with Saurfang, something his character was established doing when he left the Orcish Horde for far less.
Thrall asked Rexxar to protect the Horde and that's what he's doing. Don't think leaving it would keep it safe but not doing anything isn't helping either. Again, we'll probably see the Horde HOPEFULLY return to its roots with Saurfang's return.

Saurfang was the most pro-Horde character that they had. At some point you need to actually take a stand when your leader is committing war crimes instead of staying with them under some nebulous, "I gotta keep them safe!" nonsense. Who is Rexxar actually protecting? Nobody.

In fact the argument about "Protecting the Horde" fits way more with Saurfang, who actually turned back around in Old Soldier to stay with the Horde in order to try and keep young soldiers like Zekhan alive. Rexxar's only stated plans are to kill Jaina for...some nonsense.
