Thrall supposedly asked Rexxar personally to ensure the Horde's safety and protection - though this could've been something asked a long time ago he's acting on it now.

Again Thrall's made mistakes but I wouldn't say he doesn't feel guilty for them - we don't get to see that guilt but in the books and even in the cinematics we can kind of see it. Really I hope Blizzard focuses on this with his character in BfA.
