I wouldn't say the Horde are "Evil" especially when they were under Thrall or Vol'jin but they've always strived to have a place in the world when rejected. Even King Anduin knows the Horde aren't "evil" they're just a people that want more and at times have some bad intentions.

That's not really what they're suppose to represent? When you pick Horde you're picking the more savage races who struggle in the world. The Alliance definitely are more of the hero types but both have helped saved Azeroth countless times they're both good in their own ways.
