He's in the same position as Rokhan for me. They're both new to their ranks of Leadership over the Forsaken and Trolls. I can't see say an Allied Race Leader being Warchief as they're so new to the Horde same with these guys except its them being new to their Races.

Garona is similar in Sylvanas where she gets things done in the shadows and likes that. She's not really a leader type person but definitely a champion and skilled rogue in her own right.
