Im not disagreeing however whatever knowledge Lou has on studying UAPs he is claiming the technology is relatively within human reach given the narrow time range he provides.
I don't doubt his inside knowledge or validity. 
50-1000 yrs is a huge range, relative to where humanity was at technologically 50 yrs ago & 1000 yrs ago....though this range is likely small within the potential vastness of 'phenomenal technologies', imho. Exciting, eh? :)
