I'd guess the 'refresh rate' of a region is tied to the population/change of the area. Maybe we're due for a refresh? I too would like to see better imaging of the area. I believe the phenomena is associated with the Phosphoria Formation in the area and mining in Vernal.
If Google Earth updates its satellite images every 1-3 years. Why is the Uintah Basin (and more importantly Skinwalker Ranch) maps only show data from 2015? Is this a AAWSAP/AATIP conspiracy? Do other more recent mapping applications exist? I have yet to find one...

Last summer I noticed that on google earth, certain areas of the ranch had imagery that seemed to glitch. There would be flashes coming from along the road near the Mesa. It happened on my phone and on a computer.
