I'm not sure "foreign intel surveillance" equates to classified tech at
#skinwalkerranch ? Not heard of or seen anything other than anecdotal for that. Foreign powers have a strong history and research interest in the Phenomenon and general paranormal without need for black ops.
I have learned that many (not all!!....this is a multifaceted collection of participants) of the incidents reported reported at the Ranch can be replicated by current classified and/or unclassified human technology. Even Dr. Kit Green eludes to this.

Good point, there certainly IS tech that can replicate the reported phenomena. Also memory "manipulation" as per 2012 Harvard McNally paper. The historical reports from the area is what stears me away from secret tech as a significant cause.

Kit Green says he can explain some of what goes on at the ranch with black tech. That doesn't mean it's black tech. And hasn't said it IS black tech.

Kit also made it arguably clear that it was not "aliens" that caused the injuries. Always fascinates me how ufo belivers put on their blinders and blame *EVERYTHING they cannot explain on ET as a more logical basis than exotic human tech.
