I believe Knapp states this in 2018 as well in a Phenomenon Radio program. He mentioned what constitutes “AATIP” may have existed for a very long time.

Years ago i was convinced it was all paranormal. Based on some interesting conversations I have had recently, and reflecting upon my own "paranormal" experiences, local eye witnesses, what at the time seemed like "magic" can now be explained by advanced human military hardware

Some of my experiences were definitely not military craft. Not unless secret military craft are equipped with mind to mind communication technology, or can look like a small blue humanoid in my bedroom.
